Evidence freshness

Every record in the register carries its own freshness budget, because an audit report and an on-chain observation age at completely different rates. A record outside its budget stops counting towards a profile's publication quality and is shown here with the reason it lapsed. MoonMath measures the register by this number, not by how many profiles it holds.
